Abstract
The purpose of the study was to analyze the effectiveness and problems in the implementation of the Federal Law of November 23, 2009 No. 261-FZ «On energy saving and improving energy efficiency, and on amending certain legislative acts of the Russian Federation» and Decree of the Government of the Russian Federation of August 18, 2010 No. 636 «On requirements to the terms of the energy service contract and on the specifics of determining the initial (maximum) price of the energy service contract (lot price)» in the power industry in the Russian Far East. The scientific novelty is the analysis of problems arising in the implementation of energy service contracts in electric power enterprises in the Russian Far East, which have been little studied due to the peculiarities of enterprises of energy suppliers and the unilateral nature of the Federal Law «On Energy Conservation» limited by energy users. All isolated energy systems of the Russian Far East, including the northern territory of Yakutia, Chukotka, Sakhalin, Magadan, and Kamchatka Territories, remained outside the reform zone. The main problem in the electricity industry is the limited tariffs, which serve as a deterrent to the development of enterprises, their modernization and reconstruction, which are necessary to reduce the cost of electricity generation. One of the effective and accessible mechanisms is the implementation of energy service contracts on mutually beneficial terms for investors and customers. However, those who have shortcomings and omissions in the legislation, as well as the state’s policies for the development of the Russian Far East, can become a deterrent in the implementation of energy service contracts in the electricity industry. The authors analyzed energy service contracts signed in Yakutia, studied problems and possible mechanisms to solve them. Based on the above, it is proposed to create authorized centers in the regions of the Russian Far East to coordinate the actions of customers, investors and energy companies, for example, in regional departments of the Federal Antimonopoly Service.

Abstract
In Yakutia, agriculture is traditionally the main type of economic activity in an extensive area with extreme, at the same time unique to the production of organic, environmentally friendly products, and climatic conditions. Despite the development of subsoil use, the diversification of the economy in accordance with the new challenges of the global market, agriculture remains a branch of the specialization of the majority of municipal districts, was and will be one of the main forms of employment, primarily self-employment and the main source of income of the local population. In addition, in recent years, it has become apparent that it is necessary to strengthen the food security of the country, the region. Based on this, the strategic priorities of the socio-economic development of the republic provide for the growth of agricultural indicators and an increase in the level of food self-sufficiency. It is well known that the objective causes cause high costs of products of agricultural producers. Also as a result of cardinal reforms when moving to market relations, the main categories of manufacturers of products that provide employment of the population remain relatively small on-scale activities organized farms and personal subsidiary farms, whose competitiveness in the market is initially low. Therefore, the development of the industry is possible when implementing government support measures. It should be noted that support for agricultural producers has always been and remains a priority direction of public policy, in particular, regional, to achieve one of the main national goals - reducing the level of poverty. At the same time, the mechanisms of state support for agriculture are constantly being improved, in particular to stimulate commodity production. This article discusses the measures of state support for milk production, the main form of agricultural products in the republic.

Abstract
The purpose of the article is to identify the factors that influence the formation of tax potential for other tax revenues when estimating the amount of subsidies for equalizing the budget provision of Russian regions. According to the Method of distribution of subsidies for equalizing the budget security of the subjects of the Russian Federation, approved by the Decree of the Government of the Russian Federation No. 670 of November 22, 2004, other tax revenues include taxes received by the budgets of the constituent entities of the Russian Federation, with the exception of corporate income tax, personal income tax, corporate property tax, excise taxes, and mineral extraction tax. According to the report of the Federal Treasury for 2019, 55% of other tax revenues were provided by taxes paid by small businesses. One of the negative impacts of the COVID-19 pandemic is the decline in the activity of small businesses. The rate of recovery of small business turnover will depend on the regional characteristics of the small business system (household income, population density, involvement in entrepreneurship, digitalization, etc.). In 17 regions, the tax potential for other tax revenues for 2020 was estimated with an excess of more than 50% over the actual revenues in this group of taxes for 2019. Of these, 12 regions are subsidized, including 10 regions with a level of budget provision less than the minimum level. Of these 10 regions, six belong to the North Caucasus Federal District, three - to the Far Eastern Federal District. The authors prepared a proposal to amend the formula for estimating the tax potential for other tax revenues in order to make the most objective assessment based on the peculiarities of the regional economy structure.

Abstract
This article provides an analysis of international and Russian experience in the use of business assessment tools. Aspects of effective career development are considered. One of the main factors in the desire to develop a business career is the potential growth of sources of income. At the same time, it is necessary to take into account the principles of effective career development and promotion of employees in an organization. The expansion of the analytical context in the field of scientific organization of labor, the emergence of new research results in the field of management theory related to the growing interest in the problems of managing a business career, determine the priniciple features of studying the main aspects of effective career development. Today, the central focus should be on improving the use of human resources and advancing the career ladder with the help of motivational levers that encourage subordinates to work more efficiently both for the enterprise as a whole and for further promotion of individual workers. The problem of effective career development is a rather complex and multifaceted process, which has a large spectrum for more detailed research, especially in the Russian literature. The aim of the study is to develop practical recommendations for the systematic management of business careers, based on the identified shortcomings in the assessment of business careers, as well as the shortcomings of the career assessment toolkit. A sociological survey relies on comparative analysis methods, analytical methods, generalization and synthesis methods. In February 2021, a survey was conducted in two companies using the random sampling method, using the author’s questionnaire. The main hypothesis of the study was as follows: business career tools affect the effectiveness of the indicators of commercial enterprises. The analysis in the article shows that approaches to business assessment of career development differ in different countries. The recommendations developed should be based on individual and social factors and on appropriate career development of socio-economic requirements and needs in the context of effective interaction with the social professional environment.

Abstract
The article presents the results of a study of the opinion of residents of rural and urban settlements of the Sakha Republic (Yakutia) on the transformation of settlements and municipal areas into municipal districts. Based on the Federal Law No. 87-FZ of 05 January 2019, this transformation introduces a change in the institution of local self-government. «A municipal district is three or more settlements united by a common territory, which are not municipalities, in which local self-government is exercised by the population directly and (or) through elected and other local self-government bodies that may exercise certain state powers transferred to local self-government bodies by federal laws and the laws of the constituent entities of the Russian Federation”. Thus, with the establishment of municipal districts at the regional level, local self-government becomes one-level, local self-government bodies will be liquidated in rural and urban settlements, rural and urban settlements will not independently manage their budgets in order to develop settlements. The survey covered 502 residents of urban and rural settlements, representing 29 municipalities from 34 districts of the Sakha Republic (Yakutia). Heads of local self-government bodies, legislative bodies of power and public organizations took part in the expert interview. The study made it possible to assess the activities of local self-government bodies, the activity of the local population, and the level of legal literacy of residents of rural and urban settlements. Finally, conclusions are formulated about the attitude of the local population and experts to local self-government issues in the formation of municipal districts. The research was carried out as part of the development of a Master’s thesis in the direction of «State and Municipal Administration».
