Abstract
The Republic of Sakha (Yakutia) is one of the major raw material regions of the Russian Federation. Its vast territory is home to numerous ore and alluvial deposits of diamonds and gold, as well as oil and gas and coal fields. The article deals with the territorial distribution of mineral resources and production potentials of the basic subsurface industries (oil and gas, diamond, gold and coal mining). A comprehensive rating assessment of the potential of the extractive industry in the municipal areas of the region using the method of integral assessment on a 10-point scale was carried out. The evaluation identified four areas of local development and placement of deposits and fields of subsoil use: Arctic, Western, Southern and Eastern, which will allow creating four geographically-industry cluster in the region in the future, given the concentration of organizational and managerial efforts and management involvement of financial resources of the state and corporate structures, both theoretically and practically. At the same time, the spatial location of their structural components will determine the boundaries of the territorial zones of the basic subsurface use industries. The calculations of the localization coefficient of the industrial cluster show the priority possibility of creating clusters in the territories of Western and southern Yakutia, which are characterized by high mineral and production potential of the extractive industry. Also, an important role in the creation of clusters in these areas is played by the presence of the most equipped energy and transport infrastructure. Great prospects in the future has the Eastern territory, where a large gold deposit of Russia Nezhdaninskoye is located. The results of this study can be applied in the strategic planning of socio-economic development of local territories and municipal districts of the republic.

Abstract
Today, the formation of an innovative direction in the global energy sector is taking place, which involves the contribution of renewable energy sources (RES) in relation to total energy consumption. Perhaps, over time, renewable energy will replace traditional ones. Alternative energy already satisfies a significant part of the energy requirements of many countries in the world. This also applies to the states of the Arctic region. The article is devoted to a review of the development of alternative energy in both the foreign and the Russian Arctic. In the Russian Federation, the development of alternative energy began in the late twentieth century. Today, Russia is an exporter of hydrocarbons and has no shortage of energy and fuel. However, hydrocarbons are exhaustible resources, and available deposits have already been practically developed. It follows that the cost of oil and gas production will increase over time. Also, most of the hydro resources of Russian rivers are already actively used. All this leads to the fact that one way or another as a whole in Russia there will be a need for a larger-scale development of renewable energy resources. The case of the Republic of Sakha (Yakutia) is examined in detail. In recent years, active development of alternative energy has been observed in Yakutia - several power plants have been built that operate on the energy of water, sun and wind. Weather conditions in those areas in the Republic of Sakha (Yakutia) where alternative energy is developing are not stable. Therefore, the absolute replacement of traditional energy through renewable energy is not possible yet. The task is that both types of energy generation exist in unity, and are used in turn.

Abstract
The article is devoted to the disclosure of the socio-cultural role of the personality of Olga Petrovna Ivanova-Sidorkevich. Her work experience is used as an example to consider the features of the preservation and development of the culture of the indigenous peoples of Yakutia in authentic and modernized forms. All versatile professional and social activities of O.P. Ivanova-Sidorkevich were aimed at maintaining the conditions for such creativity - the preservation of the cultural and natural environment. The theoretical aspects are identified of art festival research as significant form of modern socio-cultural activity. The historical function of the festival includes conservation and accumulation of cultural values and achievements, due to which there is a formation of the general development of each person and society as a whole. The most art festivals in Yakutia associated with children’s creation have a republic’s status. They can be attributed to national intercultural festivals. Project implementation of the children’s ethnocultural dance festival serves the purposes of developing art education, supporting young talents, perpetuating the memory of O.P. Ivanova-Sidorkevich.

Abstract
This article addresses the issue of using algys blessing genre in operas by Yakut composers. The structural features of algys as a ritual action and the implementation of the algys genre in the plot and composition of the opera “Aar Toyon Algyha” (“Blessing of the White Sacred Master”) by composer V.V. Ksenofontov are analyzed. The article analyzes the features of the application of the algys genre for each character, as well as in the compositional structure of the opera itself. In addition, innovative features in synthesizing classical genres and forms with national traditional genres of Yakut folklore are determined. The main features of the algys genre, according to the author, are also being, performing, targeting, addressing and character series and compositional structure. The targets of algys are most often deities of heaven; in the opera there are twelve led by Urun Aar Toyon (White Holy Lord). Other non-residents who are the addressees of “Yhyah Algys,” Utilitarian Algys “and” Shamanic Stone Algys” are represented by the following characters: Kun Kubay Khotun (Sun Mother, Wife), Odun Khaan, Chynis Khaan, Dyylga Toyon, Uhun Jurantai Suruksut (messenger of Aar Toyon, performing all his commands), Syun Jaahyn Toyon (God of Thunderstorms and Lightning), Kuruo Jehegey Toyon (patron of humans and horse cattle), Khoti Aiyy (Eagle Deity, symbol of power), Ala Malakhsyn (Goddess of Land and Cattle), Akhtar Ayyyhyt (Goddess-Creator Promoting Childbearing and Livestock Addition), Ejen Iekhsit (Creator Goddess accompanying and protecting man throughout his life).

Abstract
The article examines the situation and problems of protection of the rights and interests of indigenous ethnic minorities living on the territory of Russia as an essential primary direction of national policy. Another question concerned is about creating optimal conditions for the traditional way of life and sustainable ethno-demographic growth of small-numbered ethnic groups of the indigenous population, the protection of socio-economic and legal interests and the restoration of the traditional economic complex of occupations of minor indigenous peoples of the North, the protection of the natural resource capability of the territories of residence of minor indigenous ethnic groups of the North and elimination of existing and prevention of possible conflict situations. The mechanism of relations between the indigenous ethnic minority groups of the North and subsoil users is insufficiently studied and is relevant at the present time. There is a collision of two branches of the Russian economy: fishing, reindeer husbandry and hunting with the mining industry. The problems arising from the contact between human industrial activity and the distinctive economic structure of the indigenous people need to be solved. This article considers the current legislative and regulatory framework of the Russian Fed7eration regulating the life of minor indigenous peoples of the North. Specific characteristics of territories of traditional nature resource use of the Republic of Sakha (Yakutia) formed by local governments are considered and grouped by types considering features of a legal regime. The analysis of the main activities of the minor indigenous peoples of the North of the Republic of Sakha showed that the development of territories of traditional nature use affects the indicators of the standards of living of indigenous people. The survey of residents showed that the compensation for losses caused by mining companies should be not only the monetary form, but also the construction of improvement facilities that enhance the quality of life of the Northern population.

Abstract
The article presents an analysis of the results of a study conducted in 2018 in the city of Yakutsk, among young Yakut mothers, active Instagram users, who are subscribed to the @instamam_yakutia profile, between the ages of 18 and 35. To study the goals and causes of Internet activity, a questionnaire was conducted, in which 259 respondents took part, and interviews with 15 well-known bloggers of Yakutia. We analyzed personal pages of young women - active users of social network Instagram (N = 100). The following semantic units of the studied content were identified: specific (avatar, user status, information about themselves and children; number of posts devoted to topics of motherhood and children, number of subscriptions and subscribers, number of likes and comments, hashtags); generalized (activities other than motherhood, topic of interest, etc.) and maintaining own blog. A qualitative content analysis of 1923 publications of the specialized account @instamam_yakutia - Community of Mothers of Yakutia for the period from 2017-2018 was carried out. According to the results of the study, a social profile was drawn up of a young woman with children - an Instagram user, the factors determining their activity were identified. These factors, first of all, include the need for communication, reduced during parental leave, the need for information about the health, development and education of children, the possibility of self-realization and monetization of their hobbies to generate additional income.
