Use of water resources in Yakutia during the industrial development of territories

Abstract
The stability of the northern territories creates a demand for the conservation and careful use of natural resources, especially non-renewable and exhaustible raw materials. Within the framework of the study of natural resource management in the North, water consumption is considered as a critical factor of the “economyecology” system, which requires optimization and resource conservation in the context of a sustainable development strategy. Intensive industrial development of the northern territories of Russia determines the growth of water consumption, which largely correlates with the rate of mining production. The specifics of the energy and mining technologies used directly affect the volume of consumption of natural resources and the level of anthropogenic load on the environment. Access to information systems for monitoring the economic and environmental parameters of territories makes it possible to develop methodological tools for assessing, modeling and forecasting the environmental and economic impact on the environment. This paper presents the results of an econometric analysis of water consumption in municipal districts of the resource region, using the case of the Sakha Republic (Yakutia). The authors propose a computational algorithm for the use of monitoring information systems for the formation of predictive models of use of water resources in areas, taking into account both the production indicators of the extractive industries and the requirements of sustainable development of fragile northern ecosystems. A distinctive feature of the developed tools is the consideration of nonlinear dependencies, primarily the economies of scale, which manifest themselves in a decrease in specific use of water resources (technological coefficient) with an increase in the volume of mineral production. Approbation of the model on the example of Neryungrinsky district confirmed its high predictive ability (approximation error of 1.41%) and made it possible to identify the power nature of the dependence of water consumption on the volume of coal production.
