The impact of the new coronavirus (COVID-19) pandemic on the Russian diamond industry’s payments to the Sakha Republic (Yakutia) budget

Historically, the main industry that forms budget revenues of the Sakha Republic (Yakutia) is diamond mining industry. In recent years, the diamond mining has been facing various problems, both within and outside the industry, which impacted the production and financial results. This has also led to uneven regional budget revenue. This year the industry has faced the crisis of the new coronavirus COVID-19 pandemic. The sales have fallen to the 2008 - 2009 crisis level. The article examines the impact of the new coronavirus on tax and dividend payments of diamond mining companies to the budget of the Sakha Republic (Yakutia). An analysis of the change in the revenues from diamond mining enterprises to the budget of Yakutia in January - September 2020 compared to the same period in 2019 was carried out. We used the official statistics of the authorities, as well as the data of the Company. The analysis showed that the revenues from diamond producers decreased by 40.5% during the reporting period. Meanwhile, the industry analysts expect a recovery in demand for diamonds in 2021. In addition, the analysis showed that the total budget revenues of Yakutia have retained the volume due to the increased number of oil and gas producers, which, in turn, also carries a risk, due to an increased dependence of the republic`s budget on companies exporting raw materials.
