The current economic situation in the country, associated with the imposed sanctions against the Russian energy industry, dictates new conditions for the implementation of economic activities of oil and gas enterprises. The market is unbalanced, with sharp fluctuations in fuel prices, and it will take a long time before it stabilizes. There comes a time when it becomes necessary to introduce new approaches to the management concept in order to resist changes in the external environment. The most effective way to objectively assess the financial condition of an enterprise is the analysis, which makes it possible to track the development of an enterprise in dynamics, to comprehensively assess the implementation of the plan for the receipt of financial resources and their use in terms of improving its financial condition. The purpose of the study is to analyze the financial stability on the example of Sakhaneftegazsbyt JSC, which imports fuels and petrol oils for the needs of the population and enterprises in the Sakha Republic (Yakutia). The calculation of financial stability indicators and solvency of the enterprise will help to achieve this goal. Abstract

The customer proposed to justify an increased budget for financing the construction of the facility, taking into account the current situation in the building materials market. The article describes the development of terms of task (hereinafter referred to as TT), in accordance with the customer’s wish so that it contains a detailed analysis of increased prices for building materials and equipment using infographics, a forecast of price growth dynamics, and also take into account the specific logistics services in the Sakha Republic (Yakutia). To solve the problem, the author of the article used the method of comparative analysis, presented in the form of the so-called current “high” and “low” market prices for similar products. A draft TT for the research work was drawn up: “An analysis and evaluation of price and non-price factors in the cost of services on supplying materials for the construction of a facility [2]. The result obtained confirmed the feasibility of using the method of comparative analysis in the preparation of the TT, since the items in the task clearly reflect the logic of the work as a whole, while the context and structure of the task become clear to the parties and its further discussion brings the customer and contractor closer to signing a contract. The use of the method of comparative price analysis allows the parties to the negotiations to find a common view on the problem being solved when discussing the TT. The practical value is determined by the possibility of obtaining an effective tool for performing, in particular, compiling competitive lists and determining the ratio of the price level for various suppliers of homogeneous or identical goods.
