Abstract

Today, the main source of financing the budget deficit of the Russian Federation is government borrowing, which forms the country’s public debt. Public debt affects the stability and balance of the Russian Federation budget, while creating a debt burden for future generations. The purpose of the study is to analyze government borrowings of the Russian Federation, their structure, dynamics, and place in financing the budget deficit. The theoretical and methodological basis of the work was research on state and municipal finance by Berzon, Igonin, Rakitin, Romanovskaya and other authors, as well as regulatory legal acts of the Russian Federation regulating the public debt of the Russian Federation. The official websites of the Ministry of Finance of the Russian Federation and the Ministry of Economic Development of the Russian Federation are used as information sources. The research methodology is based on the use of a structural-functional approach, methods of deduction, grouping, comparative and structural analysis, the method of time series, and methods for calculating debt sustainability. This article analyzes the structure and dynamics of government borrowing in the Russian Federation, identifying problems and future prospects for using the mechanism of government borrowing. The authors come to the conclusion that despite the fact that the public debt of the Russian Federation is at a low level in relation to the GDP, a gradual increase in debt obligations is still predicted, which can increase the debt burden and reduce the country’s debt sustainability.

Abstract

This work includes a study and an analysis of the current state and dynamics of development of the entrepreneurial activity in the Republic of Sakha (Yakutia) over the past few years, marked by the emergence of various crises and challenges that put pressure on the economic processes. The analysis was based on key indicators of development of small and medium entrepreneurship: the number of enterprises of different categories and organizational and legal forms, employment, and turnover; both quantitative and structural changes and dynamics by types of activity were studied. Some details and features of doing business as a self-employed person and the application of the new tax regime “Tax on professional income” were separately considered. Based on the results of the study, it was determined that recent crises did not have any significant impact on the state of the entrepreneurial environment in the Republic of Sakha (Yakutia). The entrepreneurial sector is quite stable and develops in accordance with all-Russian trends. However, the very concept of stability as applied to the business environment also has a negative connotation, in the sense that the market is saturated, and the creation of new SMEs does not mean the involvement of additional labor resources in this area. For more significant progress in the direction of developing entrepreneurship and strengthening its role in the economy of the Republic of Sakha (Yakutia), it is necessary to expand the regional market. The impact of the activities of the self-employed in this context is difficult to assess adequately, since this status can be combined with any other employment.

Abstract

Oil and gas pipelines require constant monitoring and maintenance, as well as ensuring their safety for early detection and prevention of possible equipment failures and accidents at pipelines. The purpose of the work is to analyze the potential of using unmanned aerial vehicles in oil and gas fields and industrial facilities in the Sakha Republic (Yakutia). The relevance of the chosen topic lies in the rapid development of unmanned aerial vehicle technology in the Russian Federation and the unlimited possibilities of using these devices. The object of the study is the field of unmanned aerial vehicles. The subject of the study is the use of UAVs to identify oil spills. Empirical and experimental-theoretical research methods were used in this work. Due to technological progress and the creation of new UAV models, the harsh climatic conditions of Yakutia are no longer an obstacle to the use of these devices in this region. For example, the ZALA Z-16 UAV, described in the work, is capable of operating in Arctic conditions. The use of UAVs in the oil and gas industry is necessary to improve the efficiency of NGP facilities.
