Abstract
The article examines how effectively the Russian Arctic cities use strategic planning principles determined by the federal legislation in the process of municipal sustainable development strategies’ designing and implementation. Particularly, this study aims to discuss how the following principles are being implemented: cohesiveness and integrity of the planning system; delimitation of powers between federal, regional and municipal levels of government; continuity and incessancy of the planning system; balanced nature of the strategic planning system; planning performance and efficacy; responsibility of planning participants; planning process’ transparency; plans’ feasibility; availability of resources; planning goals’ measurability; correlation between indicators and planning goals; program/goal-oriented nature of planning. The study is based on the cases of Arkhangelsk, Vorkuta, Nickel, Norilsk, Monchegorsk, Murmansk, Salekhard, and Severodvinsk.

Abstract
Last year, the author published the article in this journal [5] directed to present the proposals to strengthen attention to the Eastern outpost of the Arctic zone of the Russian Federation (AZRF), namely - to the Arctic territories and waters of the Far East, to the region of the Bering Strait and transborder cooperation and dialogue of this outpost with the territories and water areas of the State of Alaska, United States. As one of the mechanisms to implement these proposals, it was proposed to create an International Council of the Bering Strait and Pacific Arctic Region.Currently, at this time the implementation of these proposals has progressed quite significantly. The publication in the journal mentioned above was one of the impulses for an active discussion of this problem among the Russian and American specialists. At the end of last June, Khabarovsk hosted the 24-th annual meeting of the Russian American Pacific Partnership (RAPP). This well-known non-governmental organization includes practically representatives of all regions the Far East of Russia and the States of the West Coast of the United States. Based on the results of this very significant event in the development of good-neighbor relations between Russia and the United States in the Pacific, a lot of informational materials were published [4]. At the meeting of Session 3-»Cooperation in the Arctic and North Pacific”, the Economic Research Institute, Far Eastern Branch, Russian Academy of Sciences, presented for the Russian and American participants the characterized above proposals published in first in this journal. These proposals were endorsed by the experts of the two countries and recommended for inclusion in the final decision of the RAPP meeting.

Abstract
Some examples are considered for the interaction of the everyday language or the language of science with the universal language of the World, although they are fundamentally different. These problems are to one degree or another considered in hermeneutics, in religions, cultural theory, but they are still far from being resolved. The work highlights the natural science and humanitarian aspects of human interaction with the God or the World. The former are examined mathematics as an example, where the simplicity of the initial numbers is analyzed. It is shown that the numbers of the natural series, including zero, are not simple for the world. In religions, literature, Heidegger’s hermeneutic approach distinguishes two groups of meanings: “world” and “earth”, between which there is a constant mutually complementary rivalry. “Peace” in interaction with “earth” constantly creates new elements and cells of the coordinate system, which he is steadily and optimally developing. In the case of the concept of the coordinate system of the world that we are developing, there is a directly observable “world” and “earth”, which includes all the chaos of the world. It ensures the stable existence of limit dynamic equilibria at all levels of its structural organization. The concept of «God» in the framework of this study can be understood exclusively in a philosophical sense as «World harmony», universal rhythms and the structure of the World. The main task of a single person and humanity as a whole is to ensure the existence of a coordinate system of the world based on dynamic equilibria. Such security is the main priority activity of the world, nature, and in the future will become the main occupation of humankind.

Abstract
The article analyzes the basic cultural parallels in contemporary types and genres of Yakut and Korean films. Based on a cultural analysis, theoretical grounds of cultural parallelism suggest a juxtaposition of one national film with a similar phenomenon in the system of another: a comparative study of directors’ works as well as a comparative analysis of characters of various films. Having analyzed different national cinematography of Korea and Yakutia, one can draw cultural parallels in a plot structure and a system of images, find similarities between a story and a situation. Main cultural universals on which the comparison is based are people’s traditional belief, religious and mythological views, spiritual and moral values. The most common genres of Yakut and Korean films are parable and drama. The films are interesting in educational terms. The films have humanist ideas and bring to the forefront issues of personality, moral choice and faith, the formation of character. Several codes of realism can be distinguished in the films: performers may not be professional actors; “natural behavior” - the performers’ play is completely authentic; simple words, atmosphere, clothing - a convincing demonstration of the surrounding realities; shooting in nature - impressive visual shooting of picturesque landscapes of Korea and Yakutia can be noted. The films’ plots are universal despite the fact that each has its own national feature. The analysis of cultural parallels in the films of Yakutia and Korea expands scientific understanding of film processes taking place in the modern world.

Abstract
The Arctic territories of Russia are a new object of state policy and management, requiring enhanced scientific support. As part of ensuring the sustainable development of such territories, anchor development projects, a system of state protectionism, additional needs for energy, household and transport infrastructures, etc. are relevant today. It is obvious that at present special requirements are being placed on securing the population in the Arctic territories of Russia, reducing its migration loss, forming and accumulating quality human capital of the Arctic territories. The human capital of the Arctic territories is a crucial actor that is directly related to all kinds of aspects of developing the natural resources of the Arctic territories of Russia. The historical and current importance of renewable and non-renewable resources of the Arctic in ensuring the socioeconomic development of Russia is beyond doubt. Today, the current developments in the sphere of managing the social and economic development of the Arctic territories of Russia come to a fundamental problem, the boundaries of which are determined by social processes (for example, the effect of the Arctic cost of living), the framework of which is limited by economic and social activity, and public administration goals, declaratively aimed at ensuring development economies of such territories. The human capital is the driving force for the development of the Arctic territories, the main factor of accumulation of which is a decent standard of living of the population, since it is precisely the person’s ability to access development resources that determine not only the quality of human productive capabilities, but also actualize the tasks of accumulating human capital. The analysis of the role of the migration factor in the formation of human capital in the Arctic territories of Russia was the goal of this study. The analysis of the human capital of the territories of the western sector of the Russian Arctic and the study of the relationship of the migration situation in the Arctic territories with their functional specificity made up the main objectives of the study. Logical and statistical analysis methods were applied in this study.

Abstract
Small and medium-sized businesses in China in general, and in Jilin Province in particular, are developing intensively. Moreover, this applies to such business areas, according to statistical data, such as catering, hotel, taxi and educational services. In the Sakha Republic (Yakutia), these types of businesses are also developed, but they are lagging behind their Chinese counterparts. This article presents a sociological analysis of the markets for small and medium-size businesses in China and the Sakha Republic (Yakutia). The methodological basis of the research was the works of Russian and Chinese sociologists and economists, in which aspects of business developing in China and Yakutia are discussed, the research methods - the primary and secondary data analysis, interpretation of respondents statements, the method of participant or ethnographic observation, economic analysis. We interviewed 273 respondents in China and 245 respondents in the Sakha Republic (Yakutia). A comparative analysis of business development in two regions - Jilin Province and the Sakha Republic (Yakutia) demonstrated that the Sakha Republic (Yakutia) lags significantly behind China in terms of developing entrepreneurial initiatives. The key trend in the Chinese market is the active assistance of the state to entrepreneurs, in the Sakha Republic (Yakutia) such assistance is very limited. For Chinese business, such features as export orientation, exclusive services, high wealth of businessmen are characteristic. Yakutian entrepreneurs are not satisfied with their income and working conditions. Besides Yakutian taxi-drivers (the program InDriver), nobody representing these types of businesses has reached the international level. At the same time, Yakutian businessmen show professional solidarity with each other, they care about corporative values in their firms, they tend to advance.
