Abstract
The article is devoted to the study of the impact of demand management on electricity consumption in reducing the cost of coal production in the global coal industry. The author studies the dynamics, place and role of coal in the framework of the global energy balance, as well as the share of coal fuel in the structure of electricity generation in different countries of the world, with conclusions about the significant impact of the coal industry on the processes of electricity generation in the world. For the Russian economy, characterized by a lag in energy efficiency indicators from the global average level, increasing the energy efficiency of coal consumption is a task of long-term strategic importance. The revealed effect of uneven demand for electricity consumption on the volatility of coal production emphasizes the significant potential for introducing mechanisms for managing demand for electricity consumption, including by balancing the unevenness of coal production across the country’s economy. Reducing the cost of electricity circulation within the energy systems due to the influence of demand management for electricity consumption on equalizing demand for coal consumption is relevant not only on the scale of the Russian economy, but also in all countries of the world consuming coal for electricity production. The theoretical and practical provisions obtained as a result of the study allow us to emphasize the relevance of the introduction of the demand management system for electricity consumption in the countries of the world, as well as to identify an additional direction for obtaining the economic effect of the introduction of demand management - balancing demand for consumption and production of steam coal on the scale of national economies of coal-mining countries. Abstract
he article analyzes the trends in mortgage housing lending in the Russian Far East in the period 2006-2017. To build a model, factor signs were identified that affected the volume of mortgage lending and the essence of their relationship with lending volumes was revealed. To justify the inclusion / non-inclusion of the factor signs in the multiple regression model, a check of factors for the presence / absence of multicollinearity was carried out, according to which the factor of the Far Eastern Federal District (FEFD) population and the share of emergency housing were included in the model. A linear model of multiple regression was constructed and the significance of the relationship between the attributes based on the Fisher F-test was assessed, statistics on the significance of the multiple regression coefficients based on the Student t-test were estimated, and the average approximation error was calculated. The forecast of the volumes of mortgage lending was calculated in two ways. A linear model of the main trend in the dynamics of mortgage lending indicators was built, based on which a probable forecast of the volume of mortgage loans in the Far East for the period 2018-2020 was calculated. using the extrapolation method. Using the method of analytical equalization, models of the main tendency of indicators of average per capita incomes of the population, population, indicator of the proportion of emergency housing stock of the FEFD were built. These models were used to determine confidence intervals of the values of the studied indicators for the period up to 2020. according to the multiple regression model. Based on the positive results of assessing the statistical significance of the constructed model of multiple regression, the forecast was refined taking into account the confidence intervals of the forecast indicators for the population, average per capita income and the share of emergency housing in the Far Eastern Federal District.

Abstract
The article reviews the role of olonkho in plastic education as one of aspects of developing professional skills of an epic theater actor. The epic heritage of the Sakha people is a unique work that contains the origins of the search for theater pedagogy. Organic “co-existence” in the olonkho is both the theater of “experience” and the theater of “performance”. Plastic education of an actor cannot be considered separately from the disciplines of the professional cycle: acting, stage speech, folk singing - toyuk. Any physical action on the stage is dictated by an internal action. The action combines into a single whole the thoughts, feelings, imagination and physical (bodily, external) behavior of the actor, who owns two streams of consciousness - the character’s “I” and the actor’s “I”. Olonkho accumulates a plastic picture of the role, an internal monologue of the character, a description of his/her external characterization, his/her assessment. The article describes the diploma staging of 4th year students of performance-olonkho “Kyys Debiliye”, narrator N. P. Burnashov. It is a modern dynamic action, based on the experience, traditions and knowledge of ancestors, yet interpreted by the younger generation in the spirit of modern areal theater, thereby introducing its powerful energy, sparkling and enthusiasm into the epic canvas of the ancient text. The main means of artistic expression are toyuk, onomatopoeia, plastic, based on elements of ceremonial and ritual acts, folk games, dances and songs. In the play you can see the synthesis of the epic theater with its “effect of distancing” and realistic theater. The text of olonkho is the source of plastic expressiveness, the development of characters, battle scenes. The professional theater of Yakutia was formed by the Russian theater school, the Maly Theater school. Masters of the department of theater art carefully preserve the traditions of their school. Conclusions and suggestions on the education of the plastic expressiveness of an epic theater actor are given. The experience of educating actors for the professional olonkho theater showed that it is important to introduce elements of the motor culture of the Sakha people into the disciplines of the plastic education cycle.

Abstract
Based on previously unexplored materials, the article examines the current staffing situation in municipal club institutions of Verkhnekolymsky Ulus (District) of the Sakha Republic (Yakutia) in terms of its determining components: staff turnover, gender, age composition, and educational level. One of the remote Arctic regions with their local characteristics was chosen as the object of study. Based on statistical data, the actual problems of providing personnel for the cultural and leisure institutions of the region are analyzed. This problem is the most urgent and acute problem in the field of politics in the field of organization of culture and art. The structure of the network of municipal club institutions of Verkhnekolymsky Ulus (District) of the Sakha Republic (Yakutia) is considered. Specific digital indicators on the mobility of specialists, the presence of secondary and higher education of cultural and art workers of the region are given. The study was conducted taking into account the dynamics of the identified indicators in the recent years. The revealed materials and the results obtained can be used not only for research purposes, but also have an applied character. They can serve as the basis for the development of educational programs, as well as practical guidance in the modern practice of state and municipal government. On the basis of the study, proposals were formulated in the field of staffing club institutions of the ulus: the creation of conditions for professional growth of specialists, continuity, systematic replenishment of personnel, the formation of a balanced personnel policy in the field of culture and art in Verkhnekolymsky Ulus (District) of the Sakha Republic (Yakutia).

Abstract
The article is devoted to the cultural analysis of the development of a biographical portrait essay in regional television journalism. It discusses the main stages in the formation of the portrait essay genre based on the material of the Sakha National Broadcasting Company (Sakha NBC). At the beginning of the 21st century, portrait essays and stories about people return to television screens. The biographical method involves the study of life and the formation of personality, the comprehension of their inner world, which reflects a system of cultural values. In any society, biographies make social examples and serve as an instrument of social development. In this connection, a study of journalism experience becomes important, in particular, that related to biographical portrait essays on regional television. Biographical portrait essays were the most popular on Yakutia television in the Soviet times in the 1970-80s. Presently, TV sketches in the biographical genre remain in demand in the regional television journalism and are distributed via the Internet and social networks. It is necessary to preserve the portrait essay genre, since television projects of this kind contribute to the development of the cultural and spiritual potential of the population. They introduce the new generation to the biographies of famous people, revealing various facets of their personality and the society. The results of the study can be used by culturologists, philosophers, art historians, sociologists, journalists, teachers as a further theoretical analysis of the problems of the genre of biographical portrait essay.
