Abstract
Targeting the level and dynamics of investments as the main resource for economic growth is one of the current trends in strategic planning in the Russian Federation. In this case, at the regional level, the values of target indicators often set extremely ambitious and without a deep preliminary investigation and sufficient grounds. The article discusses a retrospective assessment of the effectiveness of “investment growth models” for the northern constituent entities of the Russian Federation, the peculiarities of using this mechanism in strategic planning due to the need to take into account the northern specifics: the lengthy investment cycles, the problem of the stability of investment trends over time. The results of modeling the relationship between investment and gross regional product for the Sakha Republic (Yakutia) as a raw material northern region are presented. A regression model with distributed lags for a long period of time (1992-2019) was built. For the Sakha Republic (Yakutia), given the main trends in the economy and the existing economic system until 2019, for a sustainable increase in GRP of 3%, the increase in investment in fixed assets should be at least 8%, respectively, the share of investments in fixed assets in the gross regional product - not less than 50%. The time lag in the process of obtaining the effect on investments is detected, but after a considerable period of time (4 years). Excluding trends, i.e. in the case when serious changes take place in the economy, and we will have to rely only on the growth of investments, then the annual increase in investments in this case should be at least 50% (expansion of the scale of investment activity on the existing technological platform).

Abstract
The article is devoted to the problems of preserving the ethnic identity of the Yakut population in the conditions of the Russian-speaking environment in such a district of the Sakha Republic (Yakutia) as the town of Lensk. The current situation was influenced by the transitional period of the post-Soviet period, when there was a change in cultural values. For the first time, the authors of the article analyze the unfavorable factors associated with the narrowing of the language environment, the predominance of communication in a nonnative Russian language, the influence of the information environment. Attention is drawn to the loss of ideas about the culture of the native people. The authors of the article, and this is the novelty of the work, also for the first time on the basis of the analysis, come to the conclusion that the appeal to the Yakut culture in the educational process plays a great role in overcoming the problems that have arisen in replenishing the lost knowledge of the native culture and fostering respect for it. literature, folklore, musical art. In their research, the authors use the experience of teaching at the Children’s Art School in Lensk. Since knowledge of the native language is lost in such a situation, folk music, which has special expressive means, can help. In addition, the analysis of folklore tests in the classroom also allows students to acquire the necessary knowledge even if they do not know the language. In parallel, educational materials are introduced into the training, containing information about the history and culture of the native land. Singing lessons also take into account the peculiarities of Yakut traditional singing and at the initial stage, students are encouraged to sing not in the complex style of “dyeretii”, but in the more familiar rhythmically style of “degeren”. Students also play national instruments - khomus, percussion-noise, which undoubtedly increases their interest in view of the clarity of this method. The authors are confident that the introduction of the territorial component of the Yakut folklore heritage into the educational process will contribute to the education of patriotism and a sense of national identity in students.

Abstract
The problem of documenting on the material of a photograph of an unknown woman dated 1914 is considered. An analysis of the photographing event that took place in Suntarsky Region of the Vilyui District, made in the historical and cultural context, is proposed. As part of an integrated approach, visual anthropological analysis, a survey, interviews and other methods were used. When analyzing the content of the photo source, we relied on the classification proposed by E. B. Tolmacheva: the photographs of museum collections are divided into three groups: scientific ethnographic photography; scientific photography of the humanities; photo with an ethnographic plot. The legend of a photograph was reconstructed. Identification of photographic portraits, links between reality and the image are established. The regional specificity of the cultural situation has been determined in part: the masters of making khomus and the masters of playing it. The author’s field materials were introduced into scientific circulation: a list of famous khomus players of Suntar area; family archives data, local myths and traditions of local communities were processed. The informants and assistants in organizing the study were old-timers of the village of Toybokhoy of Suntarsky Region M.K. Uarov, T.F. Permyakova, A.V. Evseev, M.I. Vasilieva and others. The materials of the National Archives of the Sakha Republic (Yakutia), G. E. Bessonov Toybokhoy historical and local lore complex, storerooms of the Museum of the Trump of the World’s Peoples (Yakutsk) were studied. We partially traced the dynamics of the formation and localization of the performing tradition of playing the khomus, recognized as canonical for the Yakut culture as a whole; moreover, we marked the process of losing styles. The historical and cultural value of a photograph is determined.

Abstract
The article presents the results of assessing the mood of Russian students in the context of the transition to distance learning in connection with the pandemic of the new coronavirus infection using the example of the Sakha Republic (Yakutia). A brief assessment of the contribution of the regional system of higher education to the socio-economic development of the region was given, an analysis of the problems arising among students of higher education at the time of changing the form of educational activity to distance was carried out. The Sakha Republic (Yakutia) was represented in the study by the M.K. Ammosov North-Eastern Federal University, according to which messages/posts corresponding to certain topics were analyzed from all open communities from social networks. According to the communities previously unloaded using specialized software, a characteristic and assessment (relative to indicators for the communities of Russian universities) of information coverage, activity, loyalty and degree of involvement in the discussion of the situation with the transition to distance learning was given. Based on the uploaded messages from the social networks of the university communities, all messages were marked up according to the relevance of the topic under study, which made it possible to further systematize relevant messages by topic and tone. In the subject of the messages, such groups were identified as organizational and methodological issues, issues of the social and financial sphere, health and personal qualities, and others. In the tone of the messages, groups of messages of a negative tone, neutral and positive tone were identified. In the total volume of relevant posts, the top 13 posts were highlighted with the highest rates of views, likes, reposts and comments. Lemmatization of words in messages allowed determining the top 150 words relevant to the topic. On the basis of the analysis of the content, sentiment of messages of students of social networks of the university, the main difficulties that students faced in connection with the transition to distance learning were identified.
