Abstract
Historically, the main industry that forms budget revenues of the Sakha Republic (Yakutia) is diamond mining industry. In recent years, the diamond mining has been facing various problems, both within and outside the industry, which impacted the production and financial results. This has also led to uneven regional budget revenue. This year the industry has faced the crisis of the new coronavirus COVID-19 pandemic. The sales have fallen to the 2008 - 2009 crisis level. The article examines the impact of the new coronavirus on tax and dividend payments of diamond mining companies to the budget of the Sakha Republic (Yakutia). An analysis of the change in the revenues from diamond mining enterprises to the budget of Yakutia in January - September 2020 compared to the same period in 2019 was carried out. We used the official statistics of the authorities, as well as the data of the Company. The analysis showed that the revenues from diamond producers decreased by 40.5% during the reporting period. Meanwhile, the industry analysts expect a recovery in demand for diamonds in 2021. In addition, the analysis showed that the total budget revenues of Yakutia have retained the volume due to the increased number of oil and gas producers, which, in turn, also carries a risk, due to an increased dependence of the republic`s budget on companies exporting raw materials.

Abstract
The article examines the role of a creative university - the Arctic State Institute of Culture and Arts (ASICA) at the current stage of social and economic development of the Sakha Republic (Yakutia). Nowadays, during the intensive development of economic globalization processes, a new paradigm of social and economic development of regions is being formed. The gradual increase in the importance of markets for intangible assets, which include creative industries, actualizes the importance of human creativity, in fact, highlighting cultural resources and creativity as one of the foundations of the modern economy. A key factor in the qualitative increase in creative intensity is a structured and systematic approach to training and placement of personnel, the approach that takes into account the specifics of the industry and the timeliness of making decisions on building up their own creative human capital in enterprises, which will allow them to achieve a qualitatively new and competitive level of development. Building up your own creative capital is especially important for republic’s enterprises with an increasingly competitive environment. That is why the key area of the creative economy development in the Sakha Republic (Yakutia) is training and raising the level of competence in the field of creative and entrepreneurial skills. In the context of the ongoing social and cultural processes, the development of the ASICA should be accompanied by constant marketing research in the field of studying the competitive environment. Today, universities specializing in culture and arts somehow lag behind the pace of modern life development - the conservatism of the educational system, the gap between the needs of society and the content of education, as well as slow adaptation to changing conditions. The current model of education at the ASICA is a part of the existing education system in Russia as a whole; it certainly requires fundamental changes in both the teaching staff and the main customers of education - students themselves.

Abstract
The importance of the main resource of mankind, land, for the agricultural sector has historically been of great importance, its role in the production of basic agricultural products occupies one of the most significant positions. This is due to the fact that, unlike other industries, the technological process in agriculture is very closely interconnected with natural resources, in which land acts as the main means of production. The article examines the current state of land resources in the Republic of Sakha (Yakutia), analyzes the structure of land by purpose, land, main users. The area of agricultural land in Yakutia occupies only 6.3%, which is due to natural and climatic factors that limit the development of agricultural production. In this regard, agricultural lands are extremely valuable for the republic and require a special approach in the management and assessment of the effectiveness of their use for agriculture in the northern region. It also provides an assessment of the current state of the agricultural sector of the republic, including the main types of agricultural products, summarizes the main indicators, such as the volume of gross agricultural production, the number of cattle, indicators of herd horse breeding, analyzes the use of land in agricultural branches of Yakutia highlighting negative trends and problems that need to be addressed.

Abstract
Khomus, which has gained wide popularity in the musical space of the world, surprisingly meets the sound and musical preferences of the modern listener. In Yakutia, the khomus is no longer only an instrument of traditional musical intonation, having transformed into a national artistic symbol. This archaic instrument, having passed the test of time, has remained competitive in the conditions of modern information overload. The music of the Yakut khomus has developed in close connection with songwriting under the influence of climatic, geographic and living conditions of the people, reflecting them in it. Thanks to the continuing traditions of Yakut blacksmithing, the khomus has developed external aesthetics and sound quality. The peculiarities of the physics of sound production and the methods of changing the sound of the khomus create practically unlimited timbre-register and sound-visual variation possibilities for performers. However, in the field of traditional khomus music research, there are still unexplored issues, which are complicated by the lack of adequate musical or other recording, as well as the small volume of field folklore material.

Abstract
The article analyzes the results of studies combining sociological and meteorological data conducted in different climatic zones and regions of the Republic of Sakha (Yakutia). The developed climate change perception index makes it possible to measure the level of population sensitivity to climate changes in the region, in particular, changes in temperature and precipitation in summer and winter. Based on the results obtained, conditional levels of climate change perception were determined: “high” - 60% and more correct answers; “Average” - from 40% to 59%; “Low” - from 39% or less. The study shows a different perception by the population of climate change depending on the place of residence and the characteristics of climatic trends, which does not always coincide with instrumental meteorological data. The data obtained show that there are no significant differences in the level of perception of climate change among urban and rural residents, almost all of them correspond to the average level. First of all, respondents showed high sensitivity to changes in summer precipitation and winter air temperatures. Perhaps this is due to the historically formed features of the environmental consciousness of the republic’s residents, when in the conditions of a short summer one or another change in precipitation is more acute.
